geographIT, a division of EBA Engineering, Inc. is recruiting an experienced, full-time GIS Technician II to work on-site as staff augmentation at a client location in Laurel, Maryland.


Job Responsibilities

  • Performs systems analysis, design, programming, documentation, and implementation of complex GIS applications.
  • Develops logical and physical geo-database designs; implements geo-databases, establishes recovery plans, and monitors geo-database performance.
  • Writes programs and develops user interfaces, menus, and macro-level commands to meet user needs in addition to performing simple spatial analyses and producing reports according to customer specifications.
  • Assists with developing geographic information systems which may link parcel maps or orthophotos with environmental data, historic data, transportation data, and health data to produce maps or quantify information about the impacts of features on parcel ownership.
  • Conducts geographic information system (GIS) program activities, utilizing GIS hardware and software to produce maps, spatial databases, and thematic data (such as wetlands, road centerlines, cadastre, and historic sites).
  • Creates, adjusts, corrects, converts, and distributes base maps and thematic data.
  • Digitizes and maintains spatial databases of client information; document procedures, validate data for accuracy and completeness, complete approved metadata forms, and produce maps of the resulting information.
  • Evaluates information and data from outside sources to determine the quality of the data.
  • Provides geographic location coordinates from the GIS to facilitate spatial analysis and data manipulation, calculate distances and area of features, and interpret legal descriptions and certify changes in boundary lines. Acts as a "consultant" to internal customers during their use, development, and quality assessment of spatial databases.



Required Knowledge, Skills and Abilities:

  • Demonstrates the ability to evaluate source documents/databases and prepare data production and QA/QC work plans that are cost-efficient and ensure quality results.
  • Possesses a strong understanding of geodatabase design best practices, resulting in high performance databases that are easily maintained and capable of supporting business rules, processes, and functions.
  • Demonstrates the ability to create source-to-target data migration plans from a variety of source formats, mapping data elements between source and target and defining extract/transform/load (ETL) processing requirements to implement the migration.
  • Understands and applies QA/QC best practices to data conversion and migration projects, defines QA/QC test requirements, configures/implements DataReviewer tests, and conducts QA/QC of deliverables.
  • Possesses Structured Query Language (SQL) skills to configure database queries, views, and reports.
  • Possesses Python and geoprocessing skills to implement database queries, reports, forms, views, data aggregation, ETL functions, geo-processing models, map production, and reporting.
  • Demonstrates a strong understanding of ArcGIS Server service capabilities and configures and publishes hosted services in ArcGIS Online and ArcGIS Server environments.
  • Configures ArcGIS Online/Portal web and mobile applications using out-of-the-box templates.
  • Prepares technical documentation and user help manuals.
  • Prepares training materials and conducts user training.  
  • Possesses strong ArcGIS Desktop and ArcGIS Pro skills, including data/metadata creation, mapping, and geo-processing functions.
  • Troubleshoots and resolves technical problems based on user-reported issues.
  • Organizes and maintains project data, reports, software, and technical documentation.
  • Regularly evaluates capabilities of latest software releases for project application and client consulting.
  • Investigates, evaluates, and recommends new software to improve efficiency or support project needs.
  • Communicates effectively in writing and verbally with client project teams.

Minimum Experience, Skill Set, and Employment Requirements to Qualify:

  • BS or BA degree in Geography, GIS Technology, Cartography, or related field from accredited university with 9 credit hours in GIS courses.
  • A U.S. citizen or resident of the U.S. in possession of an immigration Green Card.


  • Skill with Windows operating system and the Microsoft Office suite.
  • Ability to successfully pass a federal, state, and local security background check
